It seems likely that she was Fanny's daughter by an earlier marriage. in the household of William Bandy and Fanny Tomkins in the census at Goldington; William BANDY says he is unmarried, Fanny SMITH married. They do marry later in the year. We can only presume that Fanny was still married to somebody else at this time. After their marriage Fanny uses her married name.1
